CFB Kingston Energy Conservation Project

This project consists of work execution, labour, materials/supplies and tools needed for the improvement of the energy efficiency of the Canadian Forces Base Kingston real property, with measures to lower greenhouse gas emissions.

The work includes but is not limited to:

• Replacement of lighting systems with Light Emitting Diode (LED) lights, fixtures, and controls.

• Upgrading controls on existing and new environmental systems.

• Installation of variable frequency drives (VFD) on fans.

• Piping insulation on heated and chilled water piping.

• Installation of water efficient plumbing fixtures including flow restrictors.

• Window replacement to maximize energy retention.

• Improvement of building envelope air sealing.

• Replacement of rooftop heating, ventilation, and air conditioning (HVAC) units.

• Replacement of hot water boiler systems with gas-fired condensing boilers.

• Leak detection and repair, and sub-metering for water savings.

• Installation of natural gas generators, ground-mounted Photovoltaic (PV) panels and a Battery Energy Storage System (BESS) to reduce peak demand for energy.

• Optimisation of the mechanical systems of HVAC equipment through replacement and installation of an Energy Management System.

• Summer shut down of the Central Heating Plant.

• Replacement of steam traps and pipe insulations in mechanical rooms.

• Replacement of the Dome exterior fabric, ventilation and heating systems.

Some of the work will produce construction residue that will be disposed of in conformity with ongoing environmental regulations.

The project is led by the Department of National Defence. The project will affect roughly sixty buildings. It will be located inside a developed area both inside and outside the controlled zone of Canadian Forces Base Kingston, in the city of Kingston (Ontario). Other buildings are located on satellite sites; Kingston Armoury, Kingston (Ontario) and Brockville Armoury, Brockville (Ontario).

November 23, 2020 – The public comment period on the project is closed. The Department of National Defence is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
