NCC Riverhouse - Landscape & Shoreline Animation - New Floating Dock Installation

The National Capital Commission (NCC) Riverhouse has been the site of canoeing, boating and recreational activities for nearly a century. The property is located at 504 Sir George-Étienne Cartier Parkway in Ottawa, on the Ottawa River. Universally accessible floating docks will be installed on the north and east side of the NCC Riverhouse to support new public programming at the site, including a supervised swimming area. The revitalization of the site will create a unique experience for local residents and visitors by providing access to the picturesque Ottawa River. It also plays a key role in supporting the NCC's mandate to animate the shoreline and increase public access to the river.

The NCC owns the water lot, the Riverhouse, and shoreline where the new floating docks will be installed. A federal land use, design and transaction approval (FLUDTA) is required for this work. The project was informed by advice from the Department of Fisheries and Oceans and Transport Canada (TC). Approval is required under the Canadian Navigable Waters Act (CNWA).

Since approvals are needed by the NCC and TC, a joint environmental review as per Section 82 of the Impact Assessment Act (IAA) will also be completed.

A universally accessible gangway ramp will be installed to connect the floating docks to an existing permanent pier on the shoreline. The docks are made of an aluminum structure with polypropylene decking and will be anchored to the bottom of the river using concrete blocks and chains. They will be installed in an area of approximately 3000 square meters next to the NCC Riverhouse.

The work on the dock infrastructure is targeted to begin in June 2023 and will take two to four weeks to complete. A crane and floating barge will be used to install the anchoring system and floating docks.

All work will happen on the water. A temporary work area on land is not required for this work. The floating docks will be installed seasonally from the months of May to October. They will be removed and stored on land  off-site during the winter.
