Recapitalization of Watermain, McNaughton Quarter - Canadian Forces Base Kingston

The Department of National Defence (DND) has identified water main infrastructure segments in the McNaughton quarter of Canadian Forces Base Kingston that are in need of recapitalization. The work under this project includes but is not limited to removing and replacing sections of water main at along Craftsman Avenue and Sadie Avenue, as well as installing a new section of water main at Craftsman Avenue North in order to eliminate an area of the network no longer required and restore watermain network looping. Lastly, sections of water main at Normandy Cresent and Cambrai Avenue will be cut, capped, and left in-place as this infrastructure is no longer operationally required. After the infrastructure work is completed, all disturbed areas will be reinstated. Any excess soils generated as part of the work will be handled in accordance with applicable regulations. It is anticipated that some vegetation removal may be required to accommodate the new infrastructure; appropriate mitigation measures and timing windows will be observed to minimize any impact on species at risk and migratory birds.

July 30, 2025— The authorities issued their Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.
