Application to Perform Insulator Replacement Work Impacting International Power Lines L33P and L34P

Hydro One Network Inc. (Hydro One) proposes to perform insulator replacement work on a single tower, Tower #12, carrying both the double circuit 230 kV transmission lines L33P and L34P. Tower #12 is the final structure before the circuits cross the river on the Canadian side of the border. The insulators being replaced are a brown porcelain type that were installed in 1951. These insulators are approaching the end of their useful life and require replacement.

The additional work for the L33P/L34P Insulator Replacement Project will be performed on International Power Line (IPL) L33P's and L34P's right-of-way, specifically located on the Canadian side of the border and adjacent to Tower #12 only. Project work will be performed by Hydro One work crews who reside in South-Eastern Ontario, where the facilities are located. Additionally, Hydro One confirms the applied for facilities do not result in the construction of a new IPL, and/or an increase in the capacity of either IPL, and/or a change in either IPLs operation in any other manner.

A portion of the L33P and L34P IPL right-of-way in Canada crosses federally owned lands and a federal waterway, under the jurisdiction of the St. Lawrence Seaway Management Corporation. These lands are crossed by the IPL right-of-way between 2nd Street W in Cornwall, ON and the Canada/USA border, located midway across the St. Lawrence River. On these lands, IPL L33P and L34P are located above-ground between Structure #11 and the Massena JCT. The Project work proposed on these federal lands consists of construction staff accessing Structures #12 (and not utilizing heavy equipment) to replace all insulators on Tower #12, along with all associated insulator hardware, such as, U-bolts, clamps, and dampers. Structure #12 is directly adjacent to existing parking lots or roads that will enable access.
