Voyageurs Pathway to Macdonald-Cartier Bridge Connector, Jacques-Cartier Parc in Gatineau, Quebec

The National Capital Commission (NCC) proposes to formalize a pathway connection link from the Voyageurs Pathway to the Macdonald-Cartier Bridge, where users have created an informal desire pathway in Jacques-Cartier Parc near 9404 Rte Verte 1 in Gatineau, Quebec. The informal desire pathway is approximately 100 m long and runs adjacent to a remarkable White Oak tree.

The goal of this proposed project is to formalize a connection link for users of the Voyageurs Pathway, while adhering to the NCC's current Capital Pathway Strategic Plan. The proposed project would take place on NCC owned lands near 9404 Rte Verte 1, Gatineau, and is subject to a federal land use, design and real estate transaction approval under the National Capital Act. The NCC will make an environmental determination under the Impact Assessment Act.

The site is surrounded by a manicured landscape that supports recreational experiences, access to nearby NCC properties, and access to waterways in the National Capital Region. Appropriate environmental mitigation measures will be utilized to protect these areas and users during construction.

The proposed project includes the following scope of work:

  • Protection of the remarkable White Oak Tree and other trees not planned to be cut
  • Clearing and grubbing of existing vegetation within the pathway footprint. Approximately 5 trees are anticipated to be removed. Compensation plantings will be provided, as required.
  • Excavation and grading.
  • Construction of the formalized pathway connection link, which will include stormwater management measures (e.g., a swale) for drainage.
  • Installation of new wayfinding and signage for users.

The construction area will be accessed with light duty machinery and equipment for the proposed project. All work areas will be fenced accordingly. The construction is set to begin in late summer or early fall 2025, with completion by winter 2025. Construction work will abide by all municipal by-laws, including noise.
