NCC Bistro at Patterson Creek Park: Interior Fit Up of Pavilion, Universal Access Improvements and Landscape Design on Exterior Patio

In 2019, in partnership with local restaurant entrepreneurs, the NCC launched a pilot project to enhance the experience of our urban parks and shorelines. As part of this project, the NCC opened bistros featuring an assortment of food and beverage options in two locations: Confederation Park and Remic Rapids Park.

A third bistro is proposed in Summer 2021 for Patterson Creek Park located at 298 Queen Elizabeth Drive, in Ottawa, Ontario.

The objectives of the Bistro pilot project are to:

    • Provide additional park seating;
    • Activate and animate the site;
    • Generate a new and unique consumer experience within the Capital Urban Lands; and
    • Partner with local vendors and distributors to highlight food and beverage from the region.

The NCC Bistro at Patterson Creek Park will be located in a beautifully landscaped park, next to a tranquil creek in Ottawa's family-friendly Glebe neighborhood. The creek flows into the adjacent Rideau Canal, a UNESCO World Heritage Site, which, in summer months, is popular with runners, walkers and cyclists

The proposed Bistro project at Patterson Creek will consist of three construction phases:
Phase 1 – Interior Fit Up of existing pavilion (seasonal bistro)
Phase 2 – Universal Access Improvements
Phase 3 – Exterior Patio design & construction

The NCC has consulted with the City of Ottawa regarding this initiative and has held two public engagement sessions (Open House in June 2019 & Online Engagement Session in March 2021). It is also holding an public online consultation from March 12-25, 2021.

The NCC is the steward and manager of the lands and will oversee the management of the commercial lease. The NCC will be funding the improvements to the site, both the temporary patio and long-term pavilion and site improvements.

The proposed patio will be temporary in nature and all furnishings, fencing, and related items will be removed at the end of October. The current winter use of the pavilion as (Rideau Canal Skateway – skate tying and warming room) will remain in place for the public to utilize over the course of the winter season.  The proposed patio installation will be adjacent to the existing pavilion and will be designed by the NCC Landscape Architecture team.  The NCC Landscape Architecture team is reviewing potential options for the proposed patio locations, both on existing grassed areas and or hard surfaces (asphalt). The patio size will be limited to approximately -1,000 sqft. The construction area will be accessed with light duty machines and equipment, and all works areas will be fenced accordingly.

The construction will occur between May 1st 2021 -June 16th 2021.
