Rehabilitation of the Colonel By Drive Wall - Phase 2

The National Capital Commission (NCC) is proposing to reconstruct 3 sections of the Colonel By Drive Wall. The proposed project area is located on the east side of Colonel By Drive, between Bank Street and Rosedale Avenue. Please refer to Figure 1 below, under Key Documents, to view the project area. 

 

The proposed project would take place on NCC owned lands and is subject to a federal land use, design, and real estate transaction approval under the National Capital Act.

 

The wall supports the land to the east of Colonel By Drive and has been damaged over the years due to salt and snow accumulations. This proposed Phase 2 of the rehabilitation project would replace three sections of the wall, totaling approximately 140 m.

 

The scope of work involves the following components:

  • Installation of tree protection measures.
  • Removal of selected trees and shrubs within excavation zone.
  • Establishment of detours during construction.
  • Removal of approximately 140 m of the existing wall system. The removal will include select curbs, light posts, and some underground infrastructure.
  • Excavation of soil behind the retaining wall and installation of slope stability measures.
  • Construction of approximately 140 meters of new retaining wall.
  • Installation of effective drainage system behind the new retaining wall.
  • Deposition of new non-frost susceptible fill material behind the wall.
  • Reinstatement of related items, such as concrete curb and underground infrastructure.
  • Implementation of revegetation and landscape plan.

 

The project is proposed to begin in spring 2025 and be completed by winter 2025. Heavy duty machines and equipment will be accessing the construction area. Construction work would abide by all municipal by-laws, including noise. As the proposed project would affect users of Colonel By Drive, the NCC will inform the public and stakeholders of any anticipated traffic delays or planned detours. Project materials will be stored on Echo Drive, in a location which will also be closed to the public.

 

Due to the retaining wall's proximity to the Rideau Canal, a UNESCO World Heritage Site, and National Historic Site a Heritage Conservation Approach will also be developed for this proposed project. The Heritage Conservation Approach will outline the mitigation measures for the masonry wall replacements and any potential impacts to the driveway.  In addition, select trees would need to be removed to complete the project. A tree compensation plan would be developed and implemented. This plan could include off-site plantings.

Latest update

August 30, 2024 – The National Capital Commission intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the National Capital Commission is inviting public comments until September 29, 2024 respecting that determination.
