Placement of Permanent Fill below the Upper Control Water Elevation, 3651 Prince of Wales Drive, Rideau Canal National Historic Site

The owner of 3651 Prince of Wales Drive, which borders the Rideau Canal National Historic Site, has applied for a work permit to place permanent fill (riprap) below the Upper Control Water Elevation. The work is required to remediate shoreline erosion and to provide toe of slope protection measures to support a proposed house reconstruction at the top of the slope, following the recommendations of a geotechnical hazard setback assessment.
In total, there is 68 lineal metres of the Rideau River shoreline that require shoreline erosion remediation and toe of slope protection. The riprap will extend outward from the shoreline in varying distances (2.5 m - 4.4 m) and the proposed shoreline erosion and toe of slope protection will cover 59 m2 of canal bed. The activity is anticipated to be conducted in July-August 2021 using a sandbag barrier to isolate the in-water work zone. The sandbag barrier is to be installed 1.0m from the extent of the riprap. The isolated area will be electrofished and all aquatic wildlife removed from the work area.
The existing shoreline slope is well vegetated, with many mature trees which will be retained. Riprap will be applied to the face of existing slope, and installed around existing trees and tree roots. The upland area of the completed riprap slope will be planted with a native grass and sedge seed mix to further promote slope stability and improve the visual impact of riprap. Boulders and woody debris at the shoreline will be reinstated in a manner similar to the existing conditions upon completion of shoreline stabilization work.
After completion of the shoreline erosion and toe of slope protection activities, 59m2 of fish habitat will change from a substrate dominated by muck, clay and sand to a hardened dominated substrate of 450mm 25-kg rip-rap. Soft/muck substrates with aquatic vegetation growth are not limiting habitat features within this reach of the Rideau River (Black Rapids - Long Island).
A Rideau Valley Conservation Authority permit has been approved for work above the high water mark. A letter of Advice from the Department of Fisheries and Oceans (DFO) has also been obtained by the proponent.
