ESAP Distribution Piping, Odenak Connection Phase I/II

The Energy Services and Acquisitions Program (ESAP) is proposing an extension of the existing District Energy Pipeline that currently services the Ādisōke Library. The proposed extension would run west from Commissioner Street, cross over the LRT tunnel and corridor, and terminate at 665 Albert Street to service the Dream Odenak development. This extension is intended to provide heating and cooling water to the Dream Odenak site, as well as to support future development parcels within LeBreton Flats.

Environmental review under the Impact Assessment Act applies only to the portion of the project located on National Capital Commission (NCC) lands. Public Services and Procurement Canada (PSPC) is also considered a federal authority under the Impact Assessment Act for this project. The proposed piping will be connected to PSPC's broader District Energy System (DES), and the new piping associated with this connection will form part of PSPC‑owned infrastructure. The entire length of the extension is subject to the NCC's Federal Land Use Design Approval (FLUDA) process.

Construction would be completed using open-cut trenching. This involves excavating a trench, installing the pipes, and then refilling and restoring the area. The trench would be up to approximately 2.5 metres wide and excavated using standard construction equipment such as excavators and compaction machinery. Where the trench crosses above the LRT tunnel, excavation would be carefully managed to maintain required clearances and protect the tunnel structure.

The project would include the installation of four underground pipes—two for heating and two for cooling. Pipe sizes would vary along the route, with larger pipes closer to Commissioner Street and smaller pipes closer to the Dream Odenak site.

Construction activities may result in temporary and localized disruptions such as sidewalk or bike‑lane closures, short detours, and minor impacts to nearby roads and public spaces. Most of the work will occur within a fenced‑off area that is not accessible to pedestrians. Where impacts extend beyond the work zone, appropriate traffic control and pedestrian management measures will be implemented to maintain safe access throughout the construction period. No major vegetation removal is anticipated. Work is to be completed within a federally registered contaminated site and will be completed in accordance with all applicable federal and provincial laws and regulations governing contamination and soil management.

Upon completion of trenching and pipe installation, all disturbed areas will be fully reinstated to existing conditions, in accordance with applicable municipal standards and site‑specific requirements.

The Project Team will collaborate closely with local stakeholders and authorities to ensure the work is carried out safely, with minimal disruptions to local traffic and surrounding communities.

April 1, 2026 – The authorities intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the authorities are inviting public comments until May 1, 2026 respecting that determination.
