Horse Farm Enhancement at 3540 Ramsayville Road, Ottawa

The Therapeutic Riding Association of Ottawa-Carleton Inc. (TROtt) and the Real Estate Division (RED) of the National Capital Commission (NCC) proposes to upgrade a former horse farm to meet the growing demand for horse-based therapeutic programs. The improved four-season facility will enable TROtt to safely meet the needs of its physically or mentally disabled clients.

The proposed project would take place on leased NCC lands at 3540 Ramsayville Road, Ottawa. These lands were previously used as a horse farm. There is an intermittent creek on the property, and adjacent lands consist of agricultural areas.

This proposed project is subject to a federal land use, design and real estate transaction approval under the National Capital Act. The NCC will make an environmental determination under the Impact Assessment Act.

The proposed project includes the following scope of work:

  • Demolition of the existing outhouse, silos and the south section of the main barn.
  • Installation of bilingual signage, a septic system (4700 L), a manure pad (18 m x 12 m), an indoor riding arena (24 m x 60 m), and a sand ring (20 m x 60 m).
  • Like-for-like replacement of the hydro utility poles between the main barn and auxiliary sheds.
  • Adapting an existing secondary building to be used as an arena.
  • Replacement of a small bridge crossing to allow for maintenance activities (e.g. mowing) in the northeastern part of the property.   

To facilitate the safe efficient movement of participants and horses, the project components will be built in reasonable proximity to existing farm structures. The crop land, which makes up the majority of the property, will not be impacted. It will remain in production.

Standard construction machinery (e.g. excavators and tractors) will be used for building and site preparation. The site's perimeter will include areas for stockpiling materials, staging equipment, and storing construction supplies. All of the scope is planned to be completed in 2025, except the indoor riding arena and sand ring to be completed in 2026.

The site is surrounded by natural landscapes that support considerable biodiversity. Appropriate environmental mitigation measures will be used to protect these areas both during and after construction. No trees are anticipated to be removed to facilitate the above proposed works.
