1460 Riverside Drive - Affordable Housing Development

1460 Riverside Drive - Affordable Housing Development

The proposed project involves the development of a minimum of 220 residential housing units on a vacant 0.89-hectare federal property on lands owned by the National Capital Commission (NCC) under a long-term (up to 99-year) lease.  There will be two (2) proponents who will be co-tenants – Nesting Ground and the Ottawa Community Housing Corporation.

The project will be delivered through the Federal Lands Initiative, administered by Canada Mortgage and Housing Corporation (CMHC). Because the CMHC is providing funding, the NCC and CMHC are planning to make a make a joint determination under the Impact Assessment Act.

The development is intended to support the Government of Canada's federal housing objectives by increasing housing supply, including affordable housing, and promoting sustainable, transit-oriented urban development.

Key Project Components

  • Building multi-unit residential housing
  • Installing site servicing and infrastructure connections
  • Creating shared greenspaces and amenities
  • Operating and maintaining the development over the long term
  • Making minor changes or additions as allowed under applicable laws, bylaws, regulations, and the NCC lease

Land Use and Planning Context

The site is zoned as a Transit-Oriented Development (TD2), which permits high-density residential uses. The project constitutes urban development within an existing built-up area.

Key Features

  • A minimum 30% of units will be offered at below-market rents (below 80% of median market rent for Ottawa), maintained for the duration of the lease
  • The design will meet or exceed applicable energy efficiency and accessibility standards

Potential Environmental Considerations

The project involves development on a previously vacant urban site and may include environmental effects related to construction activities, management of contaminated soils, land use change, and municipal servicing. These effects will be assessed as part of the federal determination process.
