Relocation of Cave Creek Collector Sewer - Phase 1

The Cave Creek Collector (CCC) sewer is municipal infrastructure that is located on vacant federal land owned by the National Capital Commission (NCC) and planned for future development in the NCC's LeBreton Flats Master Concept Plan. The Plan identifies the need to relocate the collector sewer as close as possible to the municipal Albert Street right-of-way to allow for redevelopment of the lands. The City of Ottawa is leading the project management and the NCC is a project partner through a contribution agreement.

The project will reconstruct approximately 450 metres of the CCC sewer along the north side of Albert Street. Both federal lands and the municipal right-of-way will be affected by the project due to required separation distances between the CCC, other infrastructure and future development. 

The City of Ottawa plans to undertake a streetscaping construction project along Albert Street between City Centre Avenue and Booth Street and the NCC is working with the City of Ottawa to relocate the collector sewer in the same segment in conjunction with the Albert Streetscaping project to minimize the period of closure for the right-of-way.

In order to align with the timeline of the City of Ottawa's Albert streetscaping project, the construction of the CCC relocation will be completed in two phases. The first phase will involve construction of the new segment of the CCC sewer along Albert Street between City Centre Avenue and approximately Rochester Street in 2024. The works for the City of Ottawa's Albert streetscaping, including road resurfacing, sidewalks, bike lanes, and landscaping, will follow in 2025. The second phase of CCC relocation, west of City Centre Avenue, will take place in approximately 2026, at which time the new CCC will be commissioned and the existing CCC sewer abanonded in place. This assessment covers phase 1.

Several trees need to be removed to facilitate the project. Removed trees will be compensated within the Parks District of the LeBreton Flats Master Concept Plan. The project construction work will also disturb areas of archaeological potential identified within LeBreton Flats. Archaeological monitoring will be required and should any resources be found, measures for the protection and management of these archaeological resources will be determined and put in place.

January 9, 2024 – The public comment period on the project is closed. The National Capital Commission is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
