Demolition of house and garage at 108 Chemin Pine, Chelsea, Quebec

The National Capital Commission (NCC) is proposing the demolition of a house and garage located at 108 Chemin Pine in Chelsea, Quebec. The structures have reached the end of their life cycle and currently pose a health and safety risk for the public. The house and garage are in poor condition with both roofs collapsing in many areas. The site is located on NCC lands within Gatineau Park and is subject to a federal land use, development approval under the National Capital Act.

This site has ties to the region through its historic use as a farm. While the house was built in 1915, the garage was built in 1947. The house and garage have undergone review by the Federal Heritage Review Office (FHRO) and were not designated. The NCC completed a heritage recording of the site to document the history and use of the site and structures, character-defining elements and the surrounding landscape.

The property is surrounded by a mixed forest and is approximately 400 meters north of Meech Creek. The area immediately surrounding the buildings is mainly comprised of an overgrown lawn with several large spruce trees, common ornamental plants, some invasive species, and milkweed. A bat species at risk has been confirmed to be present at the site through acoustic monitoring by NCC staff, the house may provide suitable habitat for this species.

Project activities will include:

  • Demolition of the house and garage
  • Retrieval of recyclable materials
  • Removal of debris from the site
  • Decommissioning of the well and septic bed
  • Grading the site and revegetation

The demolition of the structures is scheduled for winter 2025 and will be completed within 5 weeks. Work will be completed using light duty machinery which will access the site through the existing driveway. Some vegetation pruning may be required but no tree removals are anticipated.

The project is proposed by the NCC, on lands under its stewardship (Gatineau Park). It is subject to a federal land use, design and transaction approval under the National Capital Act. Coordination with the Canadian Wildlife Service (CWS) of Environment and Climate Change Canada (ECCC) was carried out to determine if CWS must issue a Species at Risk Act (SARA) permit for the demolition of a species at risk's potential residence, and if ECCC must make a decision under the Impact Assessment Act as a co-signatory authority with the NCC.

The National Capital Commission must determine whether the proposed project is likely to result in significant adverse environmental effects, in accordance with sections 81 to 91 of the Impact Assessment Act and the National Capital Act.
