Habitat Improvements on Lake Scugog - Components of the Fisheries Offset Plan for the Lake Scugog Enhancement Project (LSEP)

Work associated with the Lake Scugog Enhancement Project (LSEP) (IA file #TS-2020-01) has been determined by Fisheries and Oceans Canada to likely cause Harmful Alteration, Disruption, or Destruction of fish habitat in Port Perry, Ontario. Thus, under the Fisheries Act, an offsetting plan (DFO file: 15-HCAA-00521) is required as part of the Authorization process to offset the adverse effects from LSEP. The goal of the fisheries offset plan is to achieve a net-increase in fish habitat.

Two of the proposed fisheries offset works are situated in Parks Canada jurisdiction, i.e., on the lakebed of Lake Scugog, and thus require an impact assessment. These activities are: 1. Expansion of three existing spawning shoals, and 2. Installation of ~14 brush bundles The proposed work for the expansion of existing spawning shoals will occur adjacent to known existing spawning shoals. The total footprint for the shoal expansions is 756.5m². The proposed 3 locations are adjacent to 5 property owners, all of which have confirmed their support and approval of the works.

At each location, clean cobble will be imported and place at the designated temporary staging area in late fall. The cobble will tend then be moved (mini-excavator or equivalent) to the designated location during winter (during safe periods with appropriate ice conditions and thickness). As a contingency plan, if no safe ice occurred, the material would remain in the temporary staging area until after July 15th, for hand-placement. The proposed work for the installation of approximately 14 wood habitat structures will occur along the lakeside of the proposed Enhancement Project constructed berm, where it is estimated to cover 980m2. Parks Canada, Fisheries and Oceans Canada and Transport Canada are considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
