Lac Philippe Camping Rehabilitation

The lac Philippe campground is a major recreational and accommodation attraction in Gatineau Park, located within the township of Sainte-Cécile-de-Masham in Quebec. Designed and built in the 1950-60s, many of its assets have reached the end of their life cycle and the camping offer lacks many of the services and amenities offered in the regional and national camping markets. Infrastructure throughout the campground and associated buildings needs upgrading, maintenance, or modification to be more efficient, modern and offer a better experience for park users. The project will start in the spring of 2023 and will be completed by fall of 2024.

 

Major investments by the NCC are now required to accomplish the following:

 

  • Full rehabilitation of the lac Philippe campground to provide a quality outdoor recreation and accommodation experience that is worthy of the National Capital Region
  • Enhance the camping experience and reduce its impact on sensitive
    environmental elements by improving the quality of individual campsites
  • Meet rising demand and increase profitability by offering more ready-to-camp
    units
  • Attract and retain a broader camping market by providing electrical and water
    services at some campsites, and other amenities that meet user expectations
    and enhance the user experience
  • Enhance the image of the NCC by providing a high-quality offer, with a good
    level of design quality
  • Minimize the disruption to clientele and the service provider by efficiently carrying out multiple required elements by mobilizing during one camping season

 

Construction phases of the project will include:

 

  • Improvements to the quality of individual campsites
  • Modifying existing camp sites to accommodate larger vehicles, trailers, and RVs
  • Adding sought-after amenities such as a kitchen shelter, a central pavilion, ready-to-camp units, and add services (electrical, water) to some sites
  • Making landscape improvements to reduce the environmental impacts of the campground 
  • Upgrading electrical, water and sanitary infrastructure
  • Upgrading the campground store, RV dump station and several sanitary blocks
  • Installing a new pedestrian bridge for universal accessibility
  • Improvements to surface water and drainage infrastructures, such as ditches
  • Improvements to access roads and trails around the campground
  • Grading, soil amendments, seeding and vegetation planting throughout

February 20, 2023 – The public comment period on the project is closed. The National Capital Commission is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
