South Frontenac Township Culvert Rehabilitation, Stafford Lane

The Township of South Frontenac is proposing to rehabilitate a culvert that passes beneath Stafford Lane, adjacent to Little Cranberry Lake, which is part of the Rideau Canal waterway. Stafford Lane is the boundary of Parks Canada's jurisdiction; the south side of the culvert is PCA jurisdiction whereas the north side is not. The major components of the project involve culvert rehabilitation and installation of a new armour stone retaining wall system in order to extend its service life.

The culvert rehabilitation will include installation of a culvert lining within a dewatered cofferdam. The liner is proposed to consist of a polymer-coated Tunnel Liner Plate pipe that is slightly smaller than the existing. An "erect-in-place" construction sequence will allow for a reduced footprint of the cofferdams. A temporary flow passage system will be installed within the existing culvert, as the new liner pipe can be bolted into place around the system. The new culvert liner will have a layer of streambed rock material placed on the bottom.

An armour stone retaining wall will be constructed in front of the existing sheet pile retaining wall. This will involve excavation of the base and placement/compaction of granular material as a base. The encroachment of the armour stone wall onto Parks Canada's jurisdiction (the lakebed) is approximately 17 m2.

Beyond the retaining wall, 71.84 m2 of riprap is proposed to be placed above the high-water mark as shoreline protection.

The surface of Stafford Lane will be rehabilitated and a new guiderail system installed.

The project will also require review by the Department of Fisheries and Oceans.
