Fence Replacement and Landscaping Upgrades Project at Canadian Coast Guard Base Prescott

Project Summary

Fisheries and Oceans Canada owns, operates, and maintains a facility (including related land, buildings, and other infrastructure) on the western shore of the St. Lawrence River in Prescott, Ontario. Municipal address of the site is 401 King Street West. Approximate GPS coordinates of the site are 44°42'23.36"N, 75°31'02.52"W. The facility, known as the Canadian Coast Guard Base Prescott, serves as a regional base from which the Canadian Coast Guard can support its programs and operations within this district that comprises the St. Lawrence River, Lake Ontario, and Lake Erie, and the surrounding local waterways.

A condition assessment of existing security fencing, gates, and landscaping has found these components to be in poor condition, at the end of their useful lives, and in need of replacement to meet current Royal Canadian Mounted Police standards for security fencing for government facilities, Town of Prescott Fencing by-laws, and as part of good life cycle management practices.

Fisheries and Oceans Canada, Real Property and Environmental Management, Ontario and Prairie Region, Technical Services is proposing to replace all existing fencing (approximately 365 metres) and gates, undertake concrete crack repairs, construct a new 16 metre long precast concrete block retaining wall, and update existing landscaping (tree pruning, new planting in existing concrete planters) to meet crime prevention through environmental design (CPTED) requirements.

Construction activities are currently planned to take place in phases as follows:

  • Project 1: Replacement of decorative and side yard non-privacy fencing, replacement of all vehicle and pedestrian gates including construction of new electrical trenches, and select landscaping upgrades. Construction to tentatively take place April to August/September 2025.
  • Project 2: Retaining wall repairs, construction of new precast concrete block retaining wall, and replacement of side yard privacy fencing. Construction to tentatively take place October 2025 to January 2026.

Based on historic site activities and projects completed in the past, excavation work of both projects is expected to involve excavation and disposal of existing contaminated soil. Soil will be tested against the appropriate Canadian Council of Ministers of the Environment, Canadian Environmental Quality Guidelines and will be disposed of in compliance with any applicable provincial requirements including, but not limited to O. Reg. 153/04 and O.Reg. 406/19.
