Fort Frontenac Shore Wall Repair – Kingston

The Department of National Defence (DND) is proposing a project. The proposed undertaking involves the rehabilitation of an existing concrete seawall at Fort Frontenac in Kingston, Ontario. The project will include the installation of a rock berm along the base of the wall to provide structural reinforcement, the localized removal and replacement of a deteriorated section of the wall, and the filling of voids of the existing structure with grout or concrete. Construction activities will involve in-water work, which will be isolated using turbidity curtains, and all concrete works will be appropriately contained to prevent environmental contamination. Once construction is complete, the seawall will return to passive operation, functioning as a stable shoreline structure that requires no active maintenance or mechanical operation. Site restoration will involve backfilling with clear stone, as well as the stabilization of disturbed areas to restore the shoreline to its pre-construction condition. The entire project is expected to be completed by the end of 2026, with no long-term adverse environmental effects anticipated.

April 16, 2026 - The Department of National Defence intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the Department of National Defence is inviting public comments until May 5, 2026 respecting that determination.
