Bank Stabilization of a Section of the Shoreline at Hôtel-de-Ville Park, Montréal-Est (Quebec)

The City of Montréal-Est plans to carry out stabilization work on a 100-meter section of the shoreline at Hôtel-de-Ville Park (Lot 1,250,984), which borders the St. Lawrence River. The project involves removing an unstable retaining wall made of fill and geogrids and replacing it with a mixed stabilization structure.

This structure will combine various techniques, including riprap and phytotechnologies at the base of the slope, naturalization of the shoreline at mid-slope, and greening of the park's surroundings on the flat area. The project also includes the reconstruction of a pedestrian path at the top of the slope, which currently runs along the stabilization structure, and the installation of flower beds and riparian trees. Finally, vegetative stabilization of the shoreline will be carried out to address the slumping and erosion observed in recent years, which have made the area potentially hazardous to the public and harmful to local wildlife and plant life along this section of the St. Lawrence River shoreline.

Hôtel-de-Ville Park, developed by and for the City of Montréal-Est, is managed by the Montreal Port Authority. The project is fully funded by the City of Montréal-Est.


During the construction period, access to the park will remain open to users, except for the southeastern part of the site, which will be closed to ensure public safety during the proposed construction work. The park's trails and paths will generally remain open during the work, except for the trail that crosses and runs alongside the construction site. Signage, directions, and barricades will be installed on-site.

In general, the planned work includes the following:

  • Site mobilization, installation of signage, safety fences, and construction fencing;
  • Installation of watercourse protection equipment (sediment barriers, turbidity curtains, etc.);
  • Removal of an ornamental fence, excavation of the old stabilization structure in the slope with geogrids, and cleaning of the shoreline (pebble beach);
  • Improvement of the existing riprap key and installation of phytotechnologies such as branch mattresses, fascines, cuttings, and natural fiber anti-erosion mats;
  • Placement of topsoil, seeding, planting of perennials, grasses, shrubs, and riparian trees;
  • Reinstallation of an ornamental fence, reconstruction of the path, restoration and greening of the construction access, and site demobilization.

The work is expected to begin around August 19 and be completed by the end of October 2025. Maintenance, replacement of dead plants, and environmental monitoring of the shoreline will be carried out over a five-year period following the completion of the work.
