Raising the seabed at Quay 01 at the Contrecoeur Marine Terminal, Port of Montreal

Wharf 01 at the Contrecoeur Terminal is a steel sheet pile wharf built in 1955 on the south shore of the St. Lawrence River. The original sea level at the wharf was -10.80 m (chart datum or ZDC). Over the years, the seabed in front of the wharf has gradually deepened as a result of the propellers and bow thrusters of ships docking and leaving the wharf, to the point where the seabed level is now -11.0 m to -13.5 m ZDC (according to a 2022 bathymetric survey), threatening the stability and safety of the wharf. The Montreal Port Authority (MPA) is therefore required to carry out an emergency operation to raise the seabed at Pier 01 to its original level of -10.80 m.

 

To raise the seabed, a layer of clean rock with a diameter of 25 to 150 mm will be placed in the excavation area in front of the quay sheet pile wall. This layer of riprap will be covered with geotextile bags filled with grout for protection. The riprap will be placed using a long-reach excavator mounted on a barge.  The excavator bucket will be equipped with a GPS guidance system to ensure precise placement of the riprap. The bucket will place the rock on the seafloor in a controlled descent to limit sediment resuspension. Geotextile bags will be placed on top of the rock and filled with grout using a 50 m long pump truck operating from the quay.

February 4, 2025 - The Montreal Port Authority (MPA) has determined that the project to raise the sea floor at Quay 01 of the Contrecoeur Marine Terminal, Port of Montreal, is not likely to have a significant adverse effect on the environment.

This determination was based on the following factors

- Community knowledge;

- Comments received from DFO;

- Technically and economically feasible mitigation measures.

Mitigation measures considered for this determination are listed in document no.2.

Therefore, the MPA may perform any duty or function to enable the project to be carried out in whole or in part.
