Fuel Storage Tank Removal Project

This is a non-designated project on federal lands or outside Canada. The listed authority is Atomic Energy of Canada Limited (AECL) and is responsible for making an Environmental Effects Determination under s.82 of the IAA.

The proposed activities involve the removal of an above-ground storage tank system located at the AECL, Chalk River Laboratories (CRL) site.

The Fuel Oil No.6 Storage Tank System is comprised of a pipe support bridge, two above-ground storage tanks, and a small building housing a variety of support systems. The scope of this project includes the dismantling and removal of the fuel oil system, the pipe support bridge, the two storage tanks and the support services. Removing this tank system from the CRL site will significantly reduce the future risk of potential contamination of soil, groundwater, and surface water.

The Project Activities associated with the decommissioning and tank removal include:

  • Cutting, detaching, and removing piping, pumps, heaters, fuel oil tanks, and associated components;
  • Dismantling and removing pipe support racks, trusses, joists, and steel-framed support piers;
  • Disconnecting and removing equipment such as valves, pressure regulators, electrical systems, and fire protection systems;
  • Sorting, packaging, and transporting waste away from the project site and final clean-up

Any potential leaks will be prevented by the application of appropriate mitigation measures and adhering to the site's Management and Monitoring of Effluents and Emissions requirements. The proposed project activities will not involve any disturbance of subsurface soil.

With significant experience in decommissioning and removal of legacy systems, CNL will ensure all waste generated from the removal of the storage tanks will be managed in accordance with CNL's established processes of waste characterization, identification and disposition in compliance with its Waste Management Program.

The proposed activities will meet the requirements of the Federal Storage Tank Regulation, SOR/2008-197, Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations and be conducted in accordance with environmental policy that directs the management and operation of the CRL site and all applicable legislation.

On November 6, 2025, Atomic Energy of Canada issued its Notice of Determination, finding that the Fuel Storage Tank Removal Project is not likely to cause significant adverse environmental effects.
