Demolition of the Warehouse 11 at the Port of Trois-Rivières

The Port of Trois-Rivieres is one of the most important ports in Quebec and Eastern Canada. The management of its infrastructure is overseen by the Trois-Rivieres Port Authority (TRPA), under the Canada Marine Act (C.S. 1998, c. 10), which dictates the governance of Canadian port authorities. The TRPA ensures the sound management of the public infrastructure under its responsibility by promoting commercial activity and regional and national development.

The Port of Trois-Rivieres distinguishes itself from other St. Lawrence ports through its tailored handling, storage, and transportation services for general and low-volume bulk cargo for a wide range of industries. To meet its commercial needs and address capacity shortages, the TRPA invests in the development of outdoor storage spaces by relocating certain activities to land it owns, while continuing to modernize its maritime infrastructure.

The Port of Trois-Rivières is undertaking a project to demolish Hangar 11 to optimize the use of outdoor port space and meet the growing needs of users handling solid bulk and general cargo. Additionally, Hangar 11 is at the end of its life cycle, and the necessary repairs to bring it up to standard would be too costly and unjustified for the Port's needs. It covers an area of approximately 8,500 m2.

The Port is currently conducting an Environmental Effects Evaluation (EEE) of the project as part of the environmental assessment process under Section 82 of the Impact Assessment Act (IAA, 2019). The project is not a designated project by regulation, but it is located on federal land and could potentially cause environmental effects. The EEE aims to evaluate and document the anticipated environmental effects of the proposed project and determine whether the project plan should be modified or whether mitigation measures should be recommended to eliminate or reduce these effects.

The main steps of the Hangar 11 demolition project include:

  • Disconnection of public services: Electricity, water, gas, and internal systems (cameras, fans).
  • Removal and recycling of non-structural materials: Equipment, furniture.
  • Demolition of the hangar structure: Dismantling the roof, walls, framework, and concrete foundations.
  • Demolition of the septic tank: Located as an annex to Hangar 11.
  • Recycling and disposal of debris: In accordance with regulations.
  • Replacement of three catch basin heads: Located northwest of Hangar 11.
  • Leveling and backfilling: At the foundation level.
  • Asphalting of the new hangar area: With slopes harmonizing with the surrounding paved areas.

The Port of Trois-Rivières is committed to adhering to safety standards and environmental regulations, working with all stakeholders to ensure the success of this essential transformation.

The Port also intends to implement mitigation measures for each sensitive component to reduce or eliminate the environmental effects induced by the project or to enhance it. These measures will be communicated to contractors (demolition phase) and will be part of the environmental conditions in the technical specifications for the construction or maintenance of new facilities.
