The Port of Trois-Rivières is one of the most important ports in Quebec and Eastern Canada. The management of its infrastructure is carried out by the Trois-Rivières Port Authority (TRPA) under the Canada Marine Act (S.C. 1998, c. 10), which governs Canadian port authorities. The TRPA ensures the sound management of public infrastructure under its jurisdiction while promoting commercial activity and regional and national development.

The Port is currently conducting an Environmental Effects Evaluation (EEE) for a project, in accordance with the process outlined under section 82 of the Impact Assessment Act (IAA, 2019). The project is not a designated project under regulation, but it is located on federal lands and could potentially result in environmental effects. The purpose of the EEE is to assess and document the expected environmental effects of the proposed project and to determine whether the project plan should be modified or whether mitigation measures should be recommended to eliminate or reduce these effects.

The project involves the transformation of a low-ecological-value urbain brownfield, located within an existing port industrial park (Parc Bellefeuille Père-Daniel), into a gravel-surfaced outdoor storage area. This development is part of the logistical planning for Logistics Park F (PL-F), which is intended for industrial uses compatible with maritime, rail, and road transportation.

The benefits of this project include optimized space utilization, improved exterior areas, and enhanced port competitiveness. The Port of Trois-Rivières is committed to complying with safety standards and environmental regulations, working in collaboration with all stakeholders to ensure the success of this essential transformation.

The planned work includes stripping the organic soil layer, grading the surface, placing and compacting granular materials, and creating surface drainage slopes. The area will be used for the storage of non-hazardous materials, mainly general non-containerized cargo (e.g., steel, beams, rebar, etc.).

The preliminary EEE concludes that the project will not result in any significant adverse environmental effects, and that with the implementation of mitigation measures, residual effects will be minor, localized, and manageable. The project fits within a planned industrial context and does not compromise the integrity of the surrounding environment. It is consistent with authorized land use and compatible with existing activities in the logistics park. No major environmental, ecological, or social issues have been identified, and no significant interaction with other nearby projects or activities is expected that would result in cumulative environmental effects. The project can therefore be carried out without significant risk to environmental quality or land-use compatibility in the area.

The Port will implement mitigation measures for each sensitive environmental component to reduce or eliminate project-induced effects, or to enhance the project. These measures will be communicated to contractors during the construction phase and included in the environmental conditions of the technical specifications for construction and maintenance work.

An environmental monitoring program will be implemented during the construction phase. A monitor appointed by the TRPA will ensure compliance with the mitigation measures, evaluate their effectiveness on-site, and oversee the implementation of corrective actions if necessary.
