Reorganization of domestic flight arrivals and support for growth of air freight at Québec City Jean Lesage International Airport (YQB) – Notice of Decision

The project consists of:

  • redesigning and expanding the domestic flight area;
  • installing efficient airport equipment such as a third baggage carousel, a new boarding bridge and interface building;
  • building a new baggage and cargo area; and
  • improved sanitary facilities.

This project, focused on increasing capacity, will enable the development of efficient and high-quality infrastructure in order to help make the goods distribution network more efficient and promote the development of air freight for Canada, Quebec, and the northern regions of Quebec.

This project is also part of a broader initiative to meet the current needs of travellers and takes into account anticipated growth.

The work is scheduled from 2026 to 2028.

The construction site in an already developed area, is located on the airside, adjacent to the terminal building.

Quebec Airport Authority and Transport Canada has determined that the proposed “Reorganization of domestic flight arrivals and support for growth of air freight at Québec City Jean Lesage International Airport (YQB)” is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors: 

  • the adverse repercussions that the project may have on the rights of the Indigenous peoples of Canada recognized and affirmed by section 35 of the Constitution Act, 1982. 
  • indigenous knowledge provided regarding the project;
  • he knowledge provided by the communities regarding the project;
  • comments received from the public under subsection 86(1).

Mitigation measures considered for this determination are included.

Considering the elements mentioned above, Quebec Airport Authority and Transport Canada are satisfied that that the carrying out of the project is not likely to cause significant negative effects on the environment. Therefore, in accordance with Article 82 of the LEI, the project as proposed can proceed.
