Sunrise Expansion Program

Westcoast Energy Inc. (Westcoast) is proposing the Sunrise Expansion Program in British Columbia. This project involves building approximately 137 kilometres (km) of 42-inch diameter natural gas pipeline, extending southwest of Chetwynd to the Canada-United States border near Sumas, British Columbia. The expansion includes several components:

  • Eleven pipeline looping segments alongside the existing Westcoast right-of-way, where practical.
  • New compressor units at four existing compressor station sites, including electric-driven units and substations at three sites.
  • Two new overhead power lines to power the electric-driven compressor units. These total approximately 10 km in length.
  • Facility upgrades and other work at 11 existing compressor station sites.
  • New piping and equipment at an existing meter station.
  • Decommissioning (and removing) 350 metres of previously deactivated pipeline.

Westcoast plans to route the CS-8B to CS9 pipeline loop through Seabird Island Band and Cheam First Nation reserve lands. Westcoast also requires temporary workspace on McLeod Lake Indian Band reserve lands at the northern end of the CS-3 to CS-4B pipeline loop. These reserve lands are federal lands, as defined in section 2 of the Impact Assessment Act. 

In accordance with section 82 of the Impact Assessment Act, the Commission of the Canada Energy Regulator and Environment and Climate Change Canada will each individually determine whether the portion of the project located on federal lands is likely to cause significant adverse environmental effects.
