The project involves repairs to the seaplane loading ramp and dock adjustments at the Victoria International Airport Seaplane Base.  The project will involve loading ramp repairs where material has been eroded by tidal movements and watercraft activities in Patricia Bay.  Repairs will also include rip-rap protection of the ramp to help avoid future erosion and realigning of dock components to provide safer and more functional configuration.

Site preparation activities will include application for all necessary environmental and other regulatory approvals. Construction activities will generally occur during normal business hours.  Types of activity include survey, excavation, concrete (grout) works, rock placement, welding, mechanical works, and general materials handling. 

The project is located outside YYJ's secure boundary, but within the seaplane base's secure boundary to the west of West Saanich Road.  The project is fully contained on Provincial land and construction activities are not expected to affect YYJ operations.  Adjacent public roads are not expected to be affected during construction.

An Environmental Protection Plan (EPP) will be prepared for the project with Environmental Monitors acting on behalf of the Proponent and Environmental Auditors acting on behalf of VAA.  Indigenous Cultural Monitors will be notified of all ground disturbance activities and will be invited to observe subsurface material excavations during construction.

Notice of Determination

The public comment period on this project is closed.  The VAA has determined that the proposed project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on the rights of Indigenous peoples;
  • Indigenous knowledge;
  • Community knowledge;
  • Comments received from the public; and
  • Technically and economically feasible mitigation measures.
  • Development and approval of a site-specific Environmental Protection Plan
  • Involvement of local First Nation Cultural Monitors during ground disturbance activities
