The Victoria Airport Authority (VAA) is undertaking a stormwater system replacement project to improve drainage infrastructure and ensure long-term resilience against heavy rainfall. This project will address aging stormwater pipes and improve drainage flow while minimizing disruptions to surrounding areas.  Improvements will benefit both the airport and the surrounding community for years to come. 

Key Upgrades include the following:

  • Increasing pipe sizes to improve water flow and prevent blockages.
  • Realigning drainage routes to avoid conflicts with existing utilities and overhead power lines.
  • Erosion control measures to protect local creeks and waterways.
  • Minimizing excavation and disruptions through strategic design adjustments.

The project is located both groundside and airside on the western region of the airport. The project is mostly contained on existing lease land, with a small portion of the project footprint outside of lease bounds within the District of North Saanich.  Construction activities are not expected to affect airport operations adversely.  Adjacent public roads (Willingdon Road) will be affected.  Notice of disruptions will be posted in advance of this occurring.  An approved traffic management plan will be created as per the Ministry of Transportation and Transit guidelines, and traffic will be managed by road flaggers if required. Construction activities will generally occur during normal business hours.

Site preparation activities have included application for all necessary environmental and other regulatory approvals, including the Department of Fisheries and Oceans (DFO) and the Ministry of Water, Land and Resource Stewardship relevant to working in proximity to and within a surface water body.  An Environmental Protection Plan (EPP) will be prepared for the project with Environmental Monitors acting on behalf of the Proponent and Environmental Auditors acting on behalf of VAA.  Indigenous Cultural Monitors will be notified of all ground disturbance activities and will be invited to observe subsurface material excavations during construction.

The public comment period on this project is closed.  The VAA has determined that the proposed project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on the rights of Indigenous peoples;
  • Indigenous knowledge;
  • Community knowledge;
  • Comments received from the public; and
  • Technically and economically feasible mitigation measures.
  • Development and approval of a site-specific Environmental Protection Plan
  • Involvement of local First Nation Cultural Monitors during ground disturbance activities
