False Creek Bulkhead Reconstruction

The proposed works involve replacing a portion of the existing timber bulkhead with a sheet pile wall and placing some rip rap along a portion of the timber bulkhead that will remain to support safer pedestrian access and provide long-term protection of the shoreline.

Details include:

Installation of approximately 68 m of corrugated steel pile up to 2 m in front of the existing timber bulkhead and through the existing wharf in the southern section of the Site. The gap between the existing timber bulkhead and new sheet pile wall will be backfilled with clean fill.

Removal of the four existing creosote piles under the two gangway supports within the Project design, which will be replaced with two pre-cast concrete abutments to reinstall the gangways.

Installation of riprap on a 1.5 : 1 (horizontal to vertical) slope to protect the timber bulkhead immediately north of the new sheet pile wall for long-term shoreline protection and safe pedestrian access in this busy public harbour.

Reinstation of the existing bioswale above the high water mark to redirect stormwater away from the structure and filter oils and debris.

During the demolition and construction works, excavators and cranes will mostly work from the parking lot above the high water mark. The sheet pile wall and rip rap works are anticipated to be completed by cranes, excavators, and similar equipment positioned on the paved surface above the high water mark. Steel pile wall segments will be installed via vibratory hammer, and possibly an impact hammer, to achieve the desired depth. Limited works may occur using a bobcat or similar equipment at the base of the sheet pile wall and timber bulkhead only in the dry (i.e., when work areas are not inundated by tidal levels). Materials will include corrugated sheet pile, clean fill, riprap, pre-cast concrete blocks and pre-cast concrete abutments. These shoreline protection measures will not only increase safety and accessibility for pedestrians but will also increase the climate change resilience of the harbour.

The proposed works below the high water mark are planned to occur within the least-risk fisheries window for this portion of Fisheries and Oceans Canada Management Area 28 (Vancouver: Burrard Inlet): August 16 to February 28. Construction is anticipated to begin no earlier than October 15, 2025, and end no later than February 28, 2027.

September 29, 2025 - The public comment period on the project and its potential for causing adverse effects is closed.  The Department of Fisheries and Oceans Canada is considering comments received to inform its determination on whether the project is likely to cause significant adverse environmental effects.
