Sea Island Conservation Area East Dike Upgrade

Vancouver Airport Authority is proposing to upgrade the dike system at the Sea Island Conservation Area in Richmond, B.C. The proposed project will raise the existing dike by approximately 1m to improve flood protection for the Vancouver International Airport and related infrastructure on Sea Island.

 

The Proposed Project

The project consists of upgrading a 2.5 km long section of dike on northern Sea Island between Grauer Road and McDonald Road. Most of the land in the project footprint is within the Sea Island Conservation Area which is administered by Environment and Climate Change Canada via the Canadian Wildlife Service. Small portions of land within or adjacent to the project footprint are owned or administered by the Vancouver Fraser Port Authority and City of Richmond. Project funding has been provided by Transport Canada. Fisheries and Oceans Canada may issue an authorization for the project. Activities required for the project include clearing vegetation, placement of dike fill material, relocation of an existing drainage ditch and site restoration.

Latest update

January 8, 2026 – The Vancouver Airport Authority, Environment and Climate Change Canada, Transport Canada, Vancouver Fraser Port Authority and Fisheries and Oceans Canada issued the Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.
