July 18, 2025 – The authorities must determine whether the proposed project is likely to cause significant adverse environmental effects. To help inform this determination, the authorities invite comments from the public respecting the determination. Written comments must be submitted by August 18, 2025

The Proposed Project

Vancouver Airport Authority is proposing to upgrade the dike system at the Sea Island Conservation Area in Richmond, B.C. The proposed project will raise the existing dike by approximately 1m to improve flood protection for the Vancouver International Airport and related infrastructure on Sea Island.

 

The project consists of upgrading a 2.5 km long section of dike on the northern portion of Sea Island between McDonald Road and Ferguson Road. Most of the land in the project footprint is within the Sea Island Conservation Area which is administered by Environment and Climate Change Canada via the Canadian Wildlife Service. Small portions of land within or adjacent to the project footprint are owned or administered by the Musqueam First Nation (Sea Island IR No. 3), the Vancouver Fraser Port Authority and Canadian Forest Products. Project funding has been provided by Transport Canada. Activities required for the project include clearing vegetation, placement of dike fill material, relocation of an existing drainage ditch and site restoration.
