Manston Crescent Municipal Upgrades, Canadian Forces Base North Bay, Ontario

The Department of National Defence is upgrading the underground municipal infrastructure along Manston Crescent at 22 Wing North Bay because it has reached the end of its serviceable life and is beginning to fail.

The municipal infrastructure was originally installed in the 1950's and consists of lines of underground utilities providing for communication, water and natural gas supply, sanitary and stormwater sewer system buried under and alongside roadways and sidewalks.

The following municipal upgrades within the project area (see Figure 3) are expected:
• Replacing all existing water distribution systems;
• Replacing sanitary sewer systems including all associated manholes;
• Replacing the storm sewer systems including all associated catch basins and manholes;
• Installing a new electrical feed line, exterior rated 400A electrical panel and concrete mounting pad for a future charging station in the parking lot of Building 16;
• Installing a new fuel transfer spill pad for two existing aboveground fuel storage tanks for truck-to-tank transfer south of Building 16;
• Replacing all associated sidewalks and curbs;
• Replacing roadways with new asphalt;
• Managing excess fill, groundwater and/or surface water runoff in excavations;
• Managing soil and groundwater contamination (petroleum hydrocarbons and per- and polyfluoroalkyl substances are known to exist in the project area);
• Managing imported fill; and
• Protecting, decommissioning and replacing existing groundwater monitoring wells.

Latest update

December 9, 2020 – The public comment period on the project is closed. The Department of National Defence is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
