VLA Water Plant Replacement

The existing water plant was installed in 1965 and is not compliant with regulations as well as having only one well, putting the plant at risk of not being able to provide water if the well fails. Proposed works include replacing the existing plant with a new communal treatment plant which would meet regulations and able to provide fire flow, and to provide a backup well for redundancy. The treatment process will be determined during detailed design, likely includes cartridge filtration, softening, MIEX, UV disinfection and chlorination and will comply with all regulations. The proposed building will be an at grade slab, wood frame building, brick exterior and metal roof. A chlorine contact pipe will be added to ensure contact time is met.

July 19, 2023 - Infrastructure Canada has determined the proposed VLA Water Plant Replacement (the Project) is not likely to cause significant adverse environmental effects. 

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples;
  • relevant potential environmental effects;
  • comments received from the public; and
  • technically and economically feasible mitigation measures. 

Mitigation and monitoring measures taken into account for this determination included active and adaptive management measures that would be implemented for the protection of the local environment. Based on the consideration of these measures, Infrastructure Canada is satisfied that the carrying out of the Project is not likely to cause significant adverse environmental effects. 

Therefore, Infrastructure Canada may carry out the Project, exercise any power, perform any duty or function, or provide financial assistance to enable the Project to be carried out in whole or in part. .
