The Proposed Project: CDF Glycol Storage Structural Rehabilitation

This project involves the following:

As part of the Greater Toronto Airports Authority's (GTAA's) Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program, the proposed project addresses Rehabilitation of the CDF Glycol Storage Tanks and associated infrastructure.

The CDF Glycol Storage Tank Rehabilitation Project encompasses the following key activities for Tanks 2&3:

  • Pumping System and Valve Gallery Upgrade – Replacement of Tank 2's pumping system, including corroded pipes, pumps, control systems, and insulation. Develop and implement a ventilation system for Tank 2's valve gallery to mitigate moisture accumulation. Replace aging plumbing equipment (ex. Valves) in the Isolation Chamber(s) as required.
  • Roof slab replacement for Tanks 2 and 3 to improve durability, environmental, and operational performance.
  • Restoring existing structural (e.g., walls and columns) and mechanical components of the tanks.
  • Trenching and excavation, material management, electrical infrastructure, connections and conduit routing for existing building, safety, and signage infrastructure.
  • Relocation of existing power and communication duct banks overtop the Tank roof structure.

Several sustainability best practices will be incorporated into the projects design and implementation for the wider Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program.

April 16, 2026 - The GTAA intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the GTAA is inviting public comments until May 16, 2026 respecting that determination.
