Black Creek Sanitary Trunk Sewer - Phase 1

The Black Creek Sanitary Trunk Sewer (Phase 1) project, located in Toronto, Ontario, is a major infrastructure initiative designed to expand wastewater servicing capacity in the Black Creek sewershed. Phase 1 includes the construction of the Keele Relief Trunk Sewer (12.9 km), Jane Relief Sewer (3.9 km), five flow diversion structures, real-time monitoring and control systems, and a Combined Sewer Overflow (CSO) Storage Tunnel (0.5 km). These upgrades will form a "twinned" trunk sewer system with the existing Black Creek Sanitary Trunk Sewer, improving conveyance and reducing overflow events. Planning is underway, with construction scheduled from December 2026 to September 2031. The project will enable an estimated 60,500 additional housing units and support population growth of 130,400 residents and 65,700 jobs, particularly in the Downsview area. Outcomes include enhanced wastewater capacity, reduced flooding and CSO events, and support for long-term housing and employment growth beyond 2051. This initiative is critical to Toronto's urban intensification strategy and aligns with the city's Official Plan and Housing Action Plan.

A small component of the project (measuring 912.58 m) is occuring on federal land in Downsview Park. 

  • The section of the project occurring on Downsview Park is located on the north western section of Downsview Park.
  • The project area is situated within a highly modified urban environment and included a permanent engineered surface waterbody (lake).
  • The project area appears to have been previously disturbed.
  • The location consists of landscaped vegetation and roughly 7 m from a stormwater pond within Downsview Park.
