Launching Ramp Reconstruction at the Cap-Pelé DFO-SCH, New Brunswick

The proposed project will include the removal of the existing deteriorated concrete and timber crib launching ramp, encapsulation of the top cribwork section of the ramp with rocks, and construction of a new concrete launching ramp approximately 10 m to the east of its current location within the harbour basin. The new ramp will measure approximately 41 m in length and 10 m in width which includes both a concrete surface for launching of vessels as well as armourstone side-slopes for stability. The work is anticipated to be completed over a 10-12 week period, commencing in the Spring (April or May) of 2025.

NOTICE OF DETERMINATION

 

July 29, 2025 Transport Canada (TC) has determined that the Launching Ramp Reconstruction project, located at the Cap-Pelé DFO-SCH in New Brunswick, is not likely to cause significant adverse environmental effects on areas within federal jurisdiction and can, therefore, proceed.  Environmental effects on areas within provincial jurisdiction will be addressed through applicable provincial legislation and processes.

 

This follows an earlier, similar determination by Fisheries and Oceans Canada, Small Craft Harbours (DFO-SCH) on January 27, 2025. At the time, TC was not aware of its regulatory role in the project (Canadian Impact Assessment Registry (CIAR) 89125). In making its determination, TC considered DFO-SCH’s Significance of Environmental Effects Determination (SEED) completed for the project, including its mitigation measures, and adds that any measures necessary to mitigate direct effects on navigation will be included as terms and conditions associated with the Canadian Navigable Waters Act (CNWA) authorization that is required for the project.

 

With this determination, Transport Canada may exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
