Construction of a New Cell Phone Lot

Notice of Determination

October 4, 2024 – The Halifax International Airport Authority has determined that the proposed Cell Phone Lot project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Halifax International Airport Authority is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, Halifax International Airport Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.


June 10, 2024 – Halifax International Airport Authority (HIAA) intends to make a determination regarding whether carrying out the project is likely to cause significant adverse environmental effects.  To help inform this determination, the HIAA is inviting public comments until July 9, 2024

The HIAA intends to construct a new ‘cell phone lot' at the Halifax Stanfield International Airport in the existing landscaped area surrounding the Tim Hortons property located at 311 Bell Boulevard. The project will also include a new shared driveway between Bell Boulevard and the adjacent Tim Hortons property, as well as the potential for a new double drive-thru arrangement.  The approximate area of the maximum, new combined paved areas is expected to be approximately 5,000 m^2.  Infrastructure to support the parking lot and driveway will include buried storm drainage, and power and communications utilities within and around the pavement limits.
