Imperial Oil Dartmouth Terminal Dock 3 Repairs & Mooring System Replacement

Structural repairs and upgrades to the existing steel and concrete piled dock at Imperial Oil's Dartmouth Terminal. The project in general, involves installing four new mooring buoys and permanent anchors that will replace the existing stationary mooring dolphins, repairs to the existing concrete loading dock structure, and repairs to the approach structure that connects the loading dock to the shore.

March 19, 2021 – The Halifax Port Authority and Transport Canada (the Federal Authorities) have determined that the proposed maintenance works and mooring replacements at the Imperial Oil facility, Dock 3, in Halifax Harbour is not likely to cause significant adverse environmental effects.

 

Mitigation measures taken into account for this determination are:

 

  • Measures for discharges, sediment control, dust control and spill management including temporary scaffolding enclosed with tarps around the work area to prevent debris and materials entering the watercourse.

 

  • Spent sandblast material, concrete, steel, rebar and shape forms, and any debris will be collected in bins on shore and will be disposed of at an approved site. Sandblasting will be short in duration and infrequent during the repair and maintenance work. Appropriate personal protective equipment will be used by site personnel to reduce potential human health effects.

 

  • No hazardous materials will be created, formed or disturbed as a part of this project (no lead-based paint or asbestos present).

 

  • Barge and equipment will have spill mitigation and response plans for on-water containment and spill management, including quick launch boats available for spill recovery.

 

  • Operated machinery will be appropriately muffled, cleaned, maintained and inspected prior to use, and all re-fueling will occur on land.

 

  • Additional mitigation measures and environmental protection procedures will also be implemented per recommendations made within the Fisheries and Oceans Canada letter of advice dated December 23, 2020. Recommendations include but are not limited to measures to minimize the possibility of fish habitat contamination, avoiding the introduction of sediments and avoiding the disturbance or removal of aquatic vegetation or other natural features.

 

The Federal Authorities are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects; therefore, the Federal Authorities may exercise any power, perform any duty or function, or provide financial assistance to enable the project proposed by Imperial Oil Limited to be carried out in whole or in part..
