Proposed DFO-SCH Harbour Development near Woodwards Cove, Grand Manan Island, Charlotte County, New Brunswick

Fisheries and Oceans Canada - Small Craft Harbours (DFO-SCH) is proposing a new harbour development project on Grand Manan Island, specifically in the waters to the northeast of Woodwards Cove. Funding has been received for project planning and design only. As of May 2023, funding has not been received for construction of the proposed development.

The proposed new harbour development would relieve vessel overcrowding at other harbours on Grand Manan Island. The proposed project would involve a property acquisition of approximately 25 hectares. The proposed project would enable access and berthing at all tidal levels for both fisheries and aquaculture vessels.

The harbour is being designed to accommodate approximately 100 multi-sized vessels and is currently in the planning and design stage. As of May 2023, the concept plan includes the following:

-      An access road which would egress from the Woodwards Cove Breakwater Road to the new harbour;

-     A rock breakwater surrounding a new harbour basin with an overlapped entrance to prevent swells from impacting vessels within the basin;

-      Parking and vessel service areas;

-      A new harbour basin would be constructed and will consist of the following activities;

  • Dredging of the basin would be carried out to allow for sufficient water depth for berthing of vessels and safe navigation within the new harbour. A preliminary estimate of the area to be dredged is 60,000 m2 that may increase as the plan is refined.
  • Both marine sediment and rock would be dredged. Rock removals may be carried out by drilling and blasting, mechanically or a combination thereof.
  • Excavated sediments and rock would be reused in the development of the facility, such as within the construction of the parking and service areas.
  • No disposal of dredged material at sea activities are anticipated.

-      A marginal wharf;

-      Floating wharves supported by pipe piles (numbers of both, to be determined).

-        Access to the floating wharves;

  • Associated structures such as landings and gangways to be detailed in later design stages.

-      A vessel launch and haul-out ramp; and

-      Small accessory buildings.

  • Requirements and plans for these buildings will be further assessed and defined during the planning process.

Temporary marine access roads may be required during the construction period. In this case, they would be removed prior to the completion of the project.

The proposed project is undergoing a provincial environmental impact assessment as well as a federal impact assessment. June 10, 2023 – The public comment period on the project is closed. Fisheries and Oceans Canada - Small Craft Harbours is considering comments received to date to inform its determination on whether carrying out of the project is likely to cause significant adverse environmental effects.
