Harbour Improvements at the Saint Andrews Biological Station

Fisheries and Oceans Canada – Real Property, Safety and Security proposes to undertake harbour improvements at the Saint Andrews Biological Station, located in Saint Andrews, New Brunswick. The proposed project will involve:

  • the reconstruction of the existing wharf,
  • replacement of the floating wharves,
  • dredging, by means of blasting, and potentially requiring a temporary access road,
  • a new net shed, which will require marine infilling,
  • water pumphouse modifications,
  • the installation of two above ground fuel tanks,
  • electrical upgrades, and
  • site regrading and paving.

Updated Scope of Work February 18, 2026

The proposed updated scope of work involves building a temporary ramp below the high‑water mark to support the launch of concrete caissons associated with the wharf reconstruction . Work will be timed with low tides to minimize disturbance, starting with installing a silt curtain and laying geotextile fabric before adding clean granular material to form the ramp. Once the caissons are launched, the ramp will be removed by reversing the construction steps, with all materials taken away and the geotextile disposed of.

Notice of Determination

April 2, 2026 – DFO RPSS have issued their Notice of Determination after evaluation of the harbour improvements at the Saint Andrews Biological Station and have determined that the project is not likely to cause significant adverse environmental effects and can therefore proceed.

 

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples;
  • Community and Indigenous knowledge;
  • Comments received from the public; and
  • Technically and economically feasible mitigation measures.

 

And the implementation of mitigation measures for the following valued ecosystem components (VEC's):

  • Fish;
  • Human health;
  • Socio-economic;
  • Water;
  • Terrestrial species;
  • Aquatic species;
  • Soil/marine sediments;
  • Air quality.

The project includes extensive mitigation measures such as sediment and erosion control, use of silt and bubble curtains, timing restrictions to avoid sensitive wildlife periods, spill response plans, equipment decontamination to prevent invasive species, noise and vibration controls during blasting, and adherence to environmental regulations to protect fish, water quality, and species at risk.

Fisheries and Oceans Canada and Transport Canada is satisfied that carrying out the project is not likely to cause significant adverse environmental effects.
