Harbour Improvements, Centerville (Trout Cove) Department of Fisheries and Oceans- Small Craft Harbour, Digby County, Nova Scotia

The proposed harbour improvements project at Centreville SCH includes the removal and replacement of the middle pier wharf with a new cribwork structure, construction of a service area along the northeast side of the basin, removal and rock over of the northeast marginal wharf and dredging of the north basin and entrance channel.

 

The new cribwork wharf will be approximately 82 meters in length and cover an area of approximately 678m2.  The new wharf will be a solid cribwork structure and placed onto 300 mm thick mattress having a bottom depth of -1.8 m. Each cribwork wharf block would be constructed partially on land and put in place with a crane and/or floated into place. Once in place, each block would be filled with ballast rock and the block built up to its final elevation.  

 

An approach would be constructed that will connect the stem of the new wharf to the existing access road for the harbour. The new approach would be created by the placement of corestone overlain with filterstone to create a rock berm on the north side of the approach lane which would extend to meet with the existing road.  This approach will be extended along the northeast side of the basin to create an additional service area and shoreline protection which will cover a total area of approximately 241 m2.

 

The proposed project will also involve the capital dredging of a previously un-dredged section of the Centreville harbour as well as a section of the entrance channel which was last dredged in 2008. This will include both class A rock removal in the northern section of the basin (outer basin) and class B dredging in the channel.  The proposed dredge area is 4,460 m2 located directly north of the harbour's central wharf. The area will be dredged to a grade of -1.5 meters, resulting in approximately 6,690m3 of collected material. 

 

The method of dredging will be determined by the successful contractor however understanding the geotechnical conditions of the site, it is assumed that drilling and blasting will be required. Work may be conducted at low tide when the harbour is dry by operating machinery directly on the harbour bottom. A temporary road may also be constructed to enable work to take place during a longer period of the tide cycle. Land-based dredging could also be carried out from an excavator working off the shoreline or marginal service area. Dredging could also occur from an excavator working off a floating barge. Material would be transferred to trucks and disposed of at federal site designed to manage dredged sediment.  Due to the coarseness of the till within the sediment at Centreville, it is not expected that suction dredging would be an option for this project.

 

The proposed project will also include the removal of an existing timber marginal crib wharf and replacement with an armour stone slope to tie into the existing east breakwater structure. All work will be completed within the footprint of the wharf structure, which is approximately 10 m wide and 69 m long, for a total footprint of 690 m2. The remnants of the existing marginal timber wharf within the breakwater structure will be removed to core stone limits, then two layers of filter stone will be placed and overlain with armour stone to create a new rock slope at a ratio of 1.5:1. The slope will transition into the existing breakwater structure, matching the existing top elevation of +11.5 m. Wherever possible, stone removed during the initial stages of the work will be reinstated on the new structure.

April 3, 2023 - The Federal Authorities have issued their Notice of Determination after evaluation of the project Proposed Harbour Improvements, Centreville SCH, Digby County, NS and have determined that the project is not likely to cause significant adverse environmental effects with mitigation measures as outlined in their evaluation and can therefore proceed.
