New (Multiple) and Upgrades (Multiple) Radiocommunications Towers

Broadband Communications North is proposing to construct a cellular network to provide cellular signal coverage to the First Nation communities of Barren Lands (Brochet), Northlands Denesuline (Lac Brochet), Poplar River, Mathais Colomb (Pukatawagan), Shamattawa, Sayisi Dene (Tadoule Lake), Mosakahiken (Moose Lake) and Bloodvein, in the province of Manitoba.

 

The proposed project would include the following components:

 

  • Erect a new radiocommunication tower, ~33 meters (110 ft) in height located on Barren Lands First Nation lands in Brochet I.R. No. 197, Northlands Denesuline First Nation lands in Lac Bochet I.R. No. 197A, Mathais Colomb First Nation lands in Pukatawagan I.R. No. 198, Poplar River First Nation lands in Poplar River I.R. No. 16, and Sayisi Dene First Nation lands in Churchill I.R. No. 1.
  • Cellular antennas will be mounted at the top of the new towers and an existing tower on Shamattawa First Nation lands in Shamattawa I.R. No. 1, Mosakahiken Cree Nation lands in Moose Lake I.R. No. 31A, and Bloodvein First Nations lands in Bloodvein I.R. No. 12. The antennas will operate in the PCS, AWS and BRS bands.
  • The towers may have periodic antenna additions or replacements, as required for any radiocommunication service; and
  • Install two satellite terminals, ~ 1 meter in height in each First Nation community on concrete bases and connected by cables to an electronics enclosure. The terminals may undergo periodic additions, replacements, or other minor modifications.   

 

The purpose of the proposed project is to provide cellular capacity for the surrounding areas.

Notice of Determination

April 01, 2025 - Innovation, Science and Economic Development Canada has determined that the proposed project is not likely to cause significant adverse environmental effects.

 

This determination was based on a consideration of the following factors:

  • relevant potential environmental effects;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

 

Mitigation and monitoring measures taken into account for this determination included active and adaptive management measures that would be implemented for the protection of the local environment. Based on the consideration of these measures, Innovation, Science and Economic Development Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

 

Therefore, Innovation, Science and Economic Development Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
