Mathias Colomb Cree Nation Water Treatment Plant Upgrade

Mathis Colomb Cree Nation (MCCN) retained AECOM to provide engineering services regarding upgrades to their water treatment plant (WTP). MCCN currently has a conventional WTP designed to treat a maximum of 25 L/s of raw water. However, the plant typically operates at 18 L/s to maintain good water quality for approximately 20 hours a day and requires upgrading to meet the projected flow requirements.
The purpose of the project is to address existing issues with the current WTP regarding compliance with regulatory guidelines surrounding filtered water turbidity, colour and aluminum concentration among other operational concerns. The proposed WTP upgrades will be designed to meet the growing demand of the community, as well as the water treatment standards outlined under Health Canada's Guidelines for Canadian Drinking Water Quality (GCDWQ).
Proposed project components, associated works and activities include:

  •  Upgrading the existing WTP, including expansion of the existing WTP building to the east;
  • A complete package water treatment system installation;
  • A new concrete potable water storage reservoir to provide additional storage capacity; and
  • A new potable water Booster Station at the east end of the water distribution system on Wapun Drive.

The above listed project components and associated activities are referred to as the ‘Project'. Project components are proposed to be constructed on previously disturbed land within the Pukatawagan community site. The total footprint area of the expanded WTP including parking lot and associated access will be approximately 1,800 m2. The total footprint area of the proposed new Booster Station will be up to approximately 300 m2. The WTP expansion will consist of a new building located on top of a concrete reservoir and pump well. The WTP expansion is planned to be located next to the existing WTP to make use of the existing reservoirs and building. It is planned that the two buildings will be connected by a walkway. The proposed upgraded water treatment plant will have a 20-year design capacity of 2,913 m3/day or 34 L/s (maximum day flow). The proposed new Booster Station will be located near the existing roads, water distribution system, and power lines, which will be utilized for connections to the upgraded WTP.

March 23, 2023 – Indigenous Services Canada issued its notice of determination Notice of Determination for the Mathias Colomb Cree Nation Water Treatment Plant Upgrade (iaac-aeic.gc.ca) and determined that the project is not likely to cause significant adverse environmental effects.
