Misipawistik Cree Nation Cultural Centre

The project will consist of the construction of a lightly loaded, wood-framed, building including foundation, required mechanical and electrical systems, water and wastewater service connections, driveway, final lot grading and general landscaping for the proposed new Cultural Centre building. The building will be approximately 1,244 m2 in area and will be supported by a system of shallow strip footings end bearing on the native, stiff clay. It should be noted that the building design has not yet been finalized. The project site (the Site) is located within the northern portion of Misipawistik Cree Nation, along PTH #6, at approximate UTM coordinates 14U 482895 E, 5891839 N. The Site consists of undeveloped, moderately treed land with a hummocky ground surface as a result of the surficial peat in the area. A small access trail was observed along the west boundary, running parallel to PTH #6. There is currently no access road to the proposed development area. Neighboring land use consists of community buildings towards the north, undeveloped land to the south and east, and PTH #6 followed by residential development towards the west. Nearby infrastructure includes the MB Hydro utility and piped water and sewer services which the new building will be connected to by lateral services. At its closest point, the community lagoon is situated approximately 350 metres southeast of the Site and the Saskatchewan River is located approximately 270 metres to the west.
The construction work is anticipated to commence in the spring of 2024. Site preparation activities will include clearing and grubbing of approximately 10,000 m2 of peat, grass, shrubs, and mature spruce trees. Significant fill material will be required to provide for positive drainage across the Site, once the peat material is removed. Clay borrow material may be obtained from a local source, situated near the project site. All soil excavated for the foundation will be carefully managed onsite and may be recycled into the backfill scheme. Site preparation activities may also include the installation of silt fencing between the development area, the Saskatchewan River, and any nearby drainage ditches. Access road/parking lot construction for the new development will include the installation of aggregate material, geotextiles, culverts, ditching, and grading. Crushed aggregate material will be sourced locally. For the duration of the project, roadways will be watered on a regular basis for dust control. In order to ensure the protection of the general public, safety personnel will be retained for the duration of the project. This will include an on-site flagman to provide traffic/pedestrian control, as well as site security personnel during non-construction hours. In addition, safety fencing will be erected at the development site prior to initiating any construction work and will remain in place until construction activities are completed. All construction waste and/or general debris will be hauled off-site to a licensed waste
disposal grounds. The Contractor will be responsible for ensuring compliance with applicable provincial and federal legislation for the storage, handling and disposal of hazardous substances such as fuels and lubricants. Any hazardous waste materials generated during the construction activities will be hauled away for proper offsite disposal out of the community. Construction vehicles will be fueled and maintained off-site. An emergency response plan that includes spill prevention, notification and response will be prepared and implemented by the Contractor during construction activities. The Contractor will be responsible for ensuring that spill response equipment is available on-site at all times during the construction activities. At the completion of the project, the development site will be cleaned-up and fine graded with positive drainage. To ensure slope stabilization, landscaping, leveling, compaction and seeding will be performed where required. Following seeding activities and once re-growth is established, all silt fencing will be
removed.
