Maskotehk Flood Mitigation Upgrades - Borrow Pits

In 2018, Urban Systems Ltd (Urban) began working with Bigstone Cree Nation (BCN, the Nation) on the design of flood mitigation measures for Maskotehk (IR 166D) because of severe flooding during the summer of 2018. This process led to a third-party inspection, with recommendations made for roadway and culvert upgrades across the reserve. In 2023, additional flooding was observed along the sections of Cattleman Drive, Simon Drive, and Cee Too Drive that were not upgraded in 2022. Areas repaired in 2022 include three areas located within Reserve 166A and one area of Cattleman Drive from Ayouschias Lane (Station 1+000) to Simon Drive (Station 2+550) in Maskotehk (IR 166D) and included culvert upgrades and raising 1.5km of Cattleman Drive. The flooding occurred on two separate occasions following heavy rainfall which caused the Willow River to flood. Flood mitigation projects are ongoing within Bigstone Cree Nation, and a borrow pit to ensure access to materials is required. This Project is for the expansion of an existing borrow pit, as well as the development of an additional 3.75 ha borrow pit to secure adequate quantity of borrow materials to the community.

November 30, 2025 – The public comment period on the project is closed. Indigenous Services Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
