Highway 431 Barters Hill Renovations

In 2018, a severe storm event caused significant erosion of an embankment supporting Route 431 near Barter's Hill in Gros Morne National Park. This embankment was temporarily stabilized with rock fill; however, no further remediation work has been completed, and erosion has been ongoing. The proposed project aims to stabilize the embankment through the construction of a retaining structure and the placement of quarried armour stone and riprap. The retaining structure will be positioned above the high-water mark to reinforce the existing roadway, while the armoured slopes—composed of quarried material— will mitigate further erosion. The project will require the use of heavy equipment; a designated laydown area will be identified prior to construction. Additionally, vegetation clearing will be necessary to facilitate site access and construction activities.


Latest update

February 27 2026 – Parks Canada issued its Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.
