Red Bay Underwater Archaeology Reburial Mound Repairs

The works proposed include repairs to an underwater archaeological site for the purpose of conservation and as part of a site maintenance program to uphold Red Bay's UNESCO World Heritage designation. The Parks Canada Underwater Archaeology Team will conduct repairs to the 24M shipwreck site reburial mound, originally constructed in the 1980s, located at approximately 40ft depth and just offshore of Saddle Island in Red Bay Harbour, NL. The work is scheduled to occur between October 2nd and October 28th, 2023. Project components include:
• Complete repairs to the 24M wreck site reburial mound (approx.. 22m x 18m, originally excavated and reburied in the 1980s)
• Rebuild walls of reburial mound with new sand bags.
• Fill the reburial mound with additional sand.
• Re-cover mound with new geomembrane.
• Methodology – backhoe will move sand into large bulk bags on shore. Two Parks boats will be used to transport personnel, sand, SCUBA and surface supply diving gear to the site. The sand will get from the boats to the mound by one of two methods: either pumps controlled by the surface and the divers, or by lowering the bags with bottom spouts down towards the mound and then having divers release the spouts and dump the sand directly within the walls of the mound.
• Sand will be terrestrially sourced.
• Photo/video recorded before and after repairs and monitoring will continue following the work.

Some low-risk components of the project, such as sand storage and equipment staging, are occurring on municipal land, and will be excluded from this Impact Assessment. It will incorporate components taking place on federal lands only.
