  • 1 Comments on the Draft Public Participation Plan for the Great Bear Gold Project Submitted by Catherine Doucet June 7, 2024 Overall, the Draft Public Participation Plan is very precise on presenting timelines and explaining what the process involves. Also, all the ways that interested parties may become involved. This allows for anyone impacted by the project to engage at all of the stages of the Impact Assessment process. It allows for being informed and clearly delineating how to participate. This should always be done as early on as is possible to provide an opportunity for the public to be engaged. They will then be included in considering the many and varied impacts that are associated with the project. Public participation tools - Page 5 The tools provided for the public appear quite comprehensive. There are multiple entry points for potential commenters to be engaged in the process, encapturing all ways that the public nowadays accesses ...

  • 1 Comments on the Draft Tailored Impact Statement Guidelines Submitted by Catherine Doucet June 7, 2024 The Impact Assessment Agency of Canada (IAAC), in its Draft Tailored Impact Statement Guidelines has provided a thorough list of most of the aspects needed to ensure that Kinross’s Great Bear Gold Project will be ‘climate change ready’. Section 13 – Effects of Potential Accidents or Malfunctions In Section 13.1, Risk Assessment, the proponent must ‘provide an explanation of how these events were identified (e.g. information sources, recognized risk assessment methodology, professional expertise, similar project, participants’ input)’. Overall, the points that are elucidated by IAAC in Section 13.1 – Risk assessment, are very comprehensive, requiring the identification of risks from any accidents, specifically, should they occur in close proximity to the mine site. Similarly for Section 14, Effects of the Environment on the Project, the same process ...

  • Please see the attached comments filed by CELA counsel on behalf of Grassy Narrows First Nation in relation to the draft Tailored Impact Statement Guidelines for the Great Bear Gold Project.  Grassy Narrows First Nation submits that the draft TISG is inadequate, unacceptable, and requires substantial revision before it can be finalized and issued to the proponent in this case. In short, the draft TISG is premature, inappropriate, overgeneralized, and overlooks or glosses over significant environmental issues that have been raised by Grassy Narrows First Nation during the planning phase to date. Accordingly, Grassy Narrows First Nation concludes the draft TISG should not be finalized and issued at this time.
