New construction of Perimeter Fence and Site Improvements at the former USAF Explosive Storage Area (ESA)(Bunker Area) – 5 Wing Goose Bay

The Department of National Defence (DND) is proposing a project. DND is proposing to construct new security fencing including site preparation work at the former United States Air Force (USAF) Explosive Storage Area (ESA) site, at 5 Wing Goose Bay. Project activities are expected to include vegetation/brush removal and grubbing within 5.0 m on both sides of the fence alignment, installation of new chain link fencing and gate, and placement of granular fill material and construction of access/service roads as required. Approximately 3.0 km of new fence with 1 gate will be installed. The new fencing will be 2.75 m above ground chain link fence fabric, with an additional 0.3 m 3-strand barbed wire overhang on top and 0.3 m of chain link fence fabric buried below grade.

The proposed project is expected to begin during the 2026/2027 Fiscal Year and take up to 2 years to complete.

April 9, 2026 - The Department of National Defence intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the Department of National Defence is inviting public comments until April 28, 2026 respecting that determination.
