Wharf Replacement Pier 20 West and Pier 21

The proposed project is to replace the existing wharf structures (and

remove a building) at Pier 20 West and Pier 21, with a new concrete

deck wharf with steel pipe piles as well as the creation of additional

operational workspace and parking. See Appendix B for Design

Details.

The new wharf is to be designed to accommodate fish handling

operations including fishing vessels up to 30 meters in length, forklifts,

fuel trucks, boom trucks and loaded tractor trailers.

The new wharf will be similar in design/construction to the adjacent Pier

20, which was built in 2014. The existing treated timber fendering

system (replaced in 2014) is to remain in place as the berthing face for

the new facility. The upland will be capped with an asphalt surface to

provide working space and parking.

NOTICE OF DETERMINATION

2023-03-03 – The St. John's Port Authority and Transport Canada have determined that the proposed project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

The SJPA and Transport Canada are satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore,  The SJPA and Transport Canada will carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
