From what is avaiable it appears Teck does a thorough job monitoring the mine effected tribs in the headwaters of the Elk River.

This said the main stem below Elkford is a blind spot on monitoring of WQ and fish populations.  There are some inititives being considered however in light of the Fording River collapse and the recent $60 M of fines there isn't any reason why it shouldn't be a well funded multi year priority.
